   Parish Council Planning Application for replacement Village Hall    August 22, 2018

Cheshire East’s Northern Planning Committee on 15th August decided, after a substantial discussion of the issues involved, to refuse planning permission for the Parish Council’s outline proposal for a replacement village hall attached to the Turton Pavilion.  Members of the Committee were satisfied that the proposal was acceptable in terms of detailed considerations – access, car parking, the effect on the local environment, the potential for undue noise nuisance, etc - but they felt on balance that in the context of Council planning policy to protect open space, and of the extent of local opposition to the scheme, which was not counterbalanced by explicit expressions of local support, planning permission should be refused for the proposal. In discussing the application, several members acknowledged the validity of the Parish Council's aim to provide a single, efficient and modern building to replace the existing hall. 

The Parish Council will in due course consider the detail of Cheshire East’s decision and the content of the Planning Committee discussion, and what action to take in response.
